This Request for Proposals (the “RFP”) is an invitation by The Corporation of the City of Kitchener (“the City”) to prospective proponents to submit proposals for SAP SuccessFactors- Wave 2 Implementation, as further described in Section A of the RFP (Appendix B) (the “Deliverables”).  

In 2025, The City completed implementation of SuccessFactors Wave 1 as its human capital management software solution, supporting the following functional areas: 

  • Employee Central 

  • Employee records 

  • Self service 

  • Position management 

  • Organization chart 

  • Employee Central Time 

  • Timesheets 

  • Leave entitlements 

  • Absence reporting 

  • Recruitment 

  • Applicant tracking 

  • Recruitment and selection 

  • Interview scheduling and scoring 

  • Talent acquisition 

  • Onboarding/Cross boarding 

  • New Hire Data Collection & Document Submission 

  • Task Management (HR, IT, Manager) 

  • Compliance & Policy Acknowledgements 

  • Orientation / Day‑1 Readiness 

  • Sodales 

  • Collective agreement management 

  • Employee relations 

The wave 1 modules are supported by internal HRIS specialists and technical resources and an external Application Management Support provider. 

As a next step the City is seeking implementation services as part of SAP SuccessFactors Wave 2 in 2026, for the below modules.  

  • Learning Management System 

  • Learning Assignments & Curricula 

(Automated assignments, compliance training, recurring curricula) 

  • Course & Content Management 

(Instructor‑led training, online content, blended learning, content objects) 

  • Learning Assessments & Evaluations 

(Quizzes, surveys, completion criteria, evaluations) 

  • Learning Analytics & Compliance Reporting 

(Standard LMS reports, dashboards, audit-ready compliance tracking) 

 

  • Performance and Goals Management 

  • Goal Management 

(Goal plans, goal libraries, cascaded/aligned goals) 

  • Continuous Performance Management (CPM) 

(Ongoing check-ins, coaching activities, achievements tracking) 

  • Calibration & Talent Review 

(Matrix grids, normalization of ratings, talent insights)
