The successful respondent shall be an authorized heavy truck dealership, employing licensed diesel truck technicians, and stocking factory OEM spare parts inventory, registered under the Motor Vehicle Dealers Act or shall be a registered business that specializes in the design, fabrication and construction of the vehicle being specified.
