This Request for Quotations (the “RFQ”) is an invitation by The Corporation of the City of Kitchener (“the City”) to prospective respondents to submit non-binding quotations for Professional Services - Rockcliffe Drive SWMF Retrofit, as further described in Section A of the RFQ Particulars (Appendix D) (the “Deliverables”). 

The City of Kitchener intends to retrofit existing Stormwater Management (SWM) facility 79, located at 145 Newcastle Drive. The existing SWM facility was constructed across the entire width of a Hydro One corridor easement. Hydro One requires SWM facilities placed under 115 and 230 kV transmission lines not to exceed two-thirds on the corridor width. Hydro One is requiring the City of Kitchener to provide a permanent access pathway (being 1/3 the width of their corridor - approximately 50 feet or 15 m) within their easement corridor.

The Respondent is expected to complete a preliminary assessment of design alternatives that meet Hydro One access needs as well as City SWM requirements. Once a preferred alternative is determined, complete detailed design of preferred alternative, coordinate all related project needs and construction RFQ of the new maintenance access, underground services, SWM facility retrofit design, drainage and other related infrastructure. Preparation of RFQ documents and drawings in electronic format utilizing City of Kitchener’s templates and standards. All design must be completed in accordance with the Region of Waterloo’s Design Guidelines and Supplemental Specifications for Municipal Services (DGSSMS) – most recent version, and the City of Kitchener Development Manual, along with any other relevant City and industry standards (CKSS, OPS etc.), and community plans.
