SWMF 21 (Penelope Drive and Ira Needles Boulevard) design is for the upgrade (retrofit) of the existing Stormwater Management (SWM) Wetland in order to install a sediment forebay at the inlet and a plunge pool at the outlet, to optimize the water quality benefits of the existing facility.

Bounded by Penelope Drive to the north, Ira Needles Boulevard to the west and Trussler Road to the east, in the City of Kitchener, the existing wetland receives stormwater runoff from a catchment area of approximately 27.3 hectares. The newly established wetland will provide treatment and disposal of stormwater runoff, enhanced (Level 1) water quality control and maintain the flooding and erosion protection currently provided. No alterations are proposed for the existing inlet structure. A hickenbottom outlet structure is proposed to replace the existing dual orifice control structure, which discharges to the existing storm sewer system located along Ira Needles Boulevard.

The works generally include the excavation and off-site disposal of on-site materials to permit the creation of the proposed 460m³ forebay and157m³ plunge pool. Work will also include the construction of a maintenance access roads, flow control berms, new 900mm dia. CSP hickenbottom device, and relocation of the existing overflow structure. Landscaping works, all sediment control and dewatering activities are also included within the works.
