This Request for Quotations (the “RFQ”) is an invitation by the Corporation of the City of Kitchener (the “City”) to prospective respondents to submit quotations for Cathodic Protection Database, as further described in Section A of the RFQ Particulars (Appendix B) (the “Deliverables”). Kitchener Utilities (a City-owned natural gas distribution utility) conducts an annual cathodic protection (CP) survey to monitor the protection levels on the approx. 425km of steel gas main and services. These voltage and current levels that are read from the pipelines are vital to proactively identifying and correcting potential corrosion issues that may deteriorate to that point that they become a leak. Kitchener Utilities is transitioning from a manual, paper-based process to semi-automated, digital process for gathering, recording, storing and analyzing the data from the annual CP survey. In order to facilitate this transition in process, a database that is capable of automatically receiving the reader ID and location tagged CP data directly from a multimeter is required to ensure that no human error occurs when reading and recording this data. |
