The following is a general description of the work: Zeller Drive Facility (SWMF 10) design is for the upgrade (retrofit) of the existing dry pond facility in order to establish a new wet pond stormwater management facility (SWMF). Located on Lackner Boulevard, south of the intersection with Zeller Drive servicing the Idlewood residential area, in the City of Kitchener, the new SWMF will provide treatment and disposal of stormwater runoff, enhanced water quality protection and enhance the existing quantity control discharging to Idlewood Creek, for all storms up to and including the 100-year return storm. The retrofit will create a wet pond with a permanent pool volume of 9,180 cu.m, by maintaining the two existing inlets (1,000mm dia and 975mm dia) discharging to two proposed forebays and discharging to the main wet pond which precedes two outlet structures. The first outlet is a perforated 1200mm dia. CSP reverse slope riser with a 165mm diameter orifice and has been proposed to provide 24-hour detention. The second outlet is a 1200mm dia. CSP perforated above the extended detention water level and outlet will act as an overflow for volumes greater than the extended detention. The two inlets are interconnected by a series of manholes and 450mm dia. pipes which converge and discharge to the ground surface via a single 450mm dia. outlet which replaces the existing 300mm dia. outlet. An emergency armourstone spillway and fieldstone spillway has also been proposed. Tree removals: The MBCA is a Federal act which protects certain bird species, controls the harvest of others, and prohibits the commercial sale of all species. Section 6 of the Act prohibits disturbance, destruction, or taking of a nest, egg, or nest shelter of a migratory bird unless under the authority of a permit. Vegetation clearing that might affect nesting migratory birds may result in what is considered an “incidental take”, or contravention of Section 6 of the MBCA. As such, it is recommended that vegetation clearing be conducted outside of the breeding bird nesting season, which is inclusive of May 1 to August 31. Should vegetation clearing be required as part the Pond 10 project during the May 1 to August 31 nesting season, a nest survey will be required and, if necessary, a mitigation plan developed. The contractor shall be required to contact an Aquafor Beech biologist prior to any tree removals to permit an inspection and ensure there are no “incidental takes”. |
