This Request for Proposals (the “RFP”) is an invitation by the Corporation of the City of Kitchener (the “City”) to prospective proponents to submit proposals for Capital Planning and Decision Support Software, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The City is seeking an integrated, hosted, “off-the-shelf” or “out-of-the-box” decision support software solution that enables staff to analyze facility condition, prioritize capital investments, and support data-driven decision-making across the facilities portfolio. The proposed solution will support:
The City’s objective is to implement a solution that improves transparency, consistency, and confidence in capital planning decisions, while enabling staff to independently develop, manage, and adapt capital plans over time. The City intends to maintain its existing systems (including GIS, Cityworks, and corporate data platforms) as the authoritative source of asset and energy data during the initial phase of implementation. The proposed solution is expected to integrate with these systems to support analysis and decision-making, while maintaining data integrity and minimizing duplication. The deliverables include not only the provision of software, but also implementation services, configuration, data integration, training, and knowledge transfer to support effective adoption and long-term use of the solution. All data associated with the solution must be stored on servers that reside within Canada.
