This Request for Quotations (the “RFQ”) is an invitation by The Corporation of the City of Kitchener (“the City”) to prospective respondents to submit non-binding quotations for Professional Services - Disaster Mitigation and Adaptation Fund - Planning Around Rapid Transit
Stations – Schneider Creek Naturalization, as further described in Section A of the RFQ Particulars (Appendix D) (the “Deliverables”). 

The City requires Professional Engineering Services to complete a Schedule “C” Municipal Class Environmental Assessment (EA) in accordance with the City’s Planning Around Rapid Transit Stations (PARTS) Rockway Plan and provide professional engineering services during the implementation stage of the project such as detail design and construction contract administration services.

This project will be awarded in two parts:

Part 1: Environmental Assessment Phases 1 – 4 Inclusive of the EA Schedule “C” Phases:

• Phase 1 – Problem/Opportunity
• Phase 2 – Alternative Solutions
• Phase 3 – Alternative Design Concepts for Preferred Solution
• Phase 4 – Environmental Study Report

Part 2: Environmental Assessment Phase 5 – Implementation (Provisional), inclusive of:

• Project Initiation and Pre-Design
• Detailed Design (Drawings and Specifications for bid) and Agency Approvals
• Habitat Banking
• Engagement
• Construction Oversight and Contract Administration
• Monitoring, Warranty Period and Project Closeout

Part 2 of the project shall consist of all works required as part of the Phase 5 of the Schedule C Class EA – Implementation, which may include completing all detailed design, obtaining all permits from relevant agencies, public engagement, executing the engagement plan as it pertains to this Phase, and providing construction oversight and contract administration services to see the project to completion. As this phase is contingent on the results of the EA Phases 1-4, this item will be listed as provisional in FORM 1. For the purpose of preparing a provisional price for Part 2, Respondents are to provide an upset limit assuming 870m of concrete channel naturalization and include their design cost for such, and 2023 hourly rates for inclusion with this response.
