This Request for Quotations (the “RFQ”) is an invitation by The Corporation of the City of Kitchener (“the City”) to prospective respondents to submit non-binding quotations for Consultant Services - Belmont Avenue Urban Corridor Study (Community Engagement, as further described in Section A of the RFQ Particulars (Appendix D) (the “Deliverables”). 

The City is seeking to retain consulting services to:

• Lead the community and stakeholder consultation, engagement, and facilitation for the Study.
• Develop a Community Engagement Plan that will, among other things, identify engagement techniques and approaches that are tailored to the audience being engaged. The City Study Team will sign-off on the final deliverable.
• Facilitate all community and stakeholder engagement events, including working with the City Study Team to ensure that all relevant stakeholders within the Corridor are engaged.
• Work collaboratively with the City of Kitchener’s Corporate Communications division to support the development of a Communications Plan, inclusive of Study-specific messaging to promote and communicate the Study goals, objectives, timelines, and outcomes.
• Develop engagement notices to be made public in advance of engagement events
• Develop written summaries of all engagement sessions and submit to the City Study Team, summarizing the main points of discussion, and key issues raised among engagement participants, number of event participants, etc.
• Prepare meeting agendas and minutes for meetings with City staff and stakeholders.
